I'm a web developer and have relied on Top Host recommendations over the last few years.. found their ratings right on and have used probably 5 of them as well as one I found on my own that was cheaper for my clients with low budgets - Seanic.net at $3.92/month.. hard to beat as long as you don't need too many special features.
