My observation is that it doesn't matter. With my site, my Page Rank is 4 but a search on Google puts me at #10. So why is my site listed so prominently on Google yet my Page Rank is so low?

Depends on the keyword search. I know a few sites that have PRs of 2-4 and come up #1 in good for fairly generic terms.
Its one thing to come up #1 for the term 'Ford Motorcycle Compass", its another thing to come up #1 with "Ford".
