Building website content and publishing your site are separate.
Usualy HTML editors such as Dreamweaver are used to make web pages, or some CMS(Content Management System) is used for creating and managing HTML content called web pages easily without knowing HTML too much.
While publishing your web site, all you need to do is to use a FTP tool to upload(copy) your web pages to your hosting, no HTML terminology needed.
