In most cases, I'm afraid yes. But not always so if the allocated disk storage and bandwidth are not so high as nearly unlimited. For example, if a provider offers 5GB of disk space and 20GB of monthly transfer for just $5, it's cheap but it'd also mean he's trustworthy.
