You have a few choices.
1. You can take a do it yourself approach and learn how to program yourself or master one of the authoring tools out there, like FrontPage or Dreamweaver...etc. There are online resources and you can also go to a book store and buy a book. If you want, you can take a course someplace too.
2. You can try using some web-based website creation tool but these are mostly pretty limited. You said you tried using one.
3. Some hosts may already provide their affiliates with a website template. You have to do your research.
4. You can pay someone to do make your website for you.
It depends on how fast you want to get the site done and how much time and money you want to spend on it.
