Which ultimately leads to the question, why do the web hosts themselves do this? Why do web hosts think that it is logical to do this just for making a few extra bucks?

It seems as though you are the biggest naysayer of all. You need to understrand that DRs oversell, Airlines oversell, ISPs oversell, Phone Companies oversell. If they did not you would not be able to afford their services. If you are responsible in handling your business then you can monitor what is happening each month and adjust resources accordingly to keep from having a problem. Do you know how the banking system works and what the M1 money supply is? Do you know that if everyone went to their bank and wanted to take out their money that the first 10% of the people could get their money back but the rest would be told "We are sorry but we do not have it". When you make a deposit in the bank the bank is responsible for putting a percentage of that money with the federal reserve (let us say 10% for easy figuring). If you put $1000 in the bank $100 would go to the federal reserve and the other $900 is used by the bank to make loans. So john smith walks in the bank that you made the deposit in and borrows $900 and goes to another bank and makes a deposit. $90 goes to the fed and the other $810 is loaned out Mary Johnson. She takes that money and puts it into the bank and the bank sends $81 to the fed and loans out the other $729 to Dave Jones. He puts this into the bank. The next day all of the people that made deposits into bank accounts went to get that money which would total $3639. What would they do? Close their doors is what they would do. This system goes on because it is extremely unreasonable that everyone would want their money all at once. The same holds true for ISPs. If the ISP had to have an available channel for EVERY customer people could not afford to be on the internet to see the websites that you are hosting. It is part of doing business. You have to make calculated assumptions and adjust your business model accordingly or settle for trying to throw your negative rhetoric at those companies. Quit complaining and spend some of that time trying to learn how to run your business instead of trashing companies that are doing it better.
