I have had no experience with them but serverbeach.com appears to offer some of the lowest prices for Windows 2003 dedicated servers. I usually do not recommend discount web hosts but if price is the factor they appear to have an acceptable offering for Windows 2003 servers but you should perform your own due diligence. For high end dedicated/managed hosting, RackSpace is probably the best out there.
