Forum promotion ideas

I have launched my forum recently. Now I would like to discuss with you the most effective forum promotion methods! What advices could you provide on forum policy and rules? What restrictions should I apply for a forum at the first stages? Any other advices and recommendations on how to promote a forum effectively are welcome! Thanks in advance!

Go to other forums (possibly the actress has a site) and post on those. In your siggie, put the link to your friends forum that is dedicated to her.

Is she a soap star? Go to the soap's message board.
etc, etc, etc.

Also, include the link on all outgoing emails. You can also make a video about her (or something related to her) and put it on youtube. After the video, put a link to the forum.

Engaging on other forum will help you! Participate on other techniques as well such as blog commenting, article submission, link wheel, press release and social bookmarking and networking. Make sure to create QUALITY of links.

I have even gotten rid of broken things through Freecycle and goodwill would not take them if they were not in working condition.
