Question about computer hacking?

Hello Friends.....

Recently, I was assigned this topic for my English essay. Problem is, I can't really answer the following question:

Do the rights of the individual outweigh the rights and/or needs of the larger community/society?

I understand the rights and/or needs of the larger community/society, but I don't get the rights of the individual, since what rights allow an individual to hack?
