How to stop Linux server abuse from your shared hosting account ?

My friend is using shared hosting account on linux server. His website is also not having much traffic i.e. abt 1000 visitors per day.His website is often gets down due to server abuse problem.i.e. high use of resources like CPU use...What measures can be taken from your cpanel account to stop this problem 100%

There is really nothing else he can do. It is poor management due to his host which is the issue. Someone else using that server is throttling too much causing stress.

I would move to another host that provides better management and power PER Linux server. I've been using my web host for ages and even when I used shared hosting from them, I never experienced this issue.
