There are two ways to look at cloud hosting one would be a system like VMWare where as stated earlier your image is run on a shared file system and in the event of a hardware failue another node picks up your system so you have minimal downtime. If you look up through this thread there is a good explanation of the differences. The largest advantage of cloud hosting is high availability. If you are just running a normal website then VPS hosting would be the most cost effective for you especially when the uptime on most providers is already at 99% of higher. If you are running a site that is processing thousands of credit card transactions an hour then a HA cloud VPS would be the best where you cannot afford any downtime.
