What's the best free software for converting FLV to MOV?

I've got some Flash video (.flv) that I need to convert to Quicktime files (.mov). What's the best utility for doing this and how to convert flv to mov? One big constraint is that it has to be free software (GPL preferred). It doesn't matter what platform it runs on - I have Windows XP, Mac OS X, and Linux boxes.
