Need Dvd Slideshow Maker??

I want to make some dvd slideshow and I have been doing some research on various slideshow software, the problem is that they all just make video with the images shown sequentially. Are there any that can create something like lots of single menus so that you can flip through them however fast you want?

I'm not sure if any of that is possible. I just have never liked the idea of just watching video without very much control. I suppose I could just crank the interval down really far and then pause where appropriate. I dunno, maybe I'm just too lazy for my own good.
