I always check out http://www.fattyhost.com, they actually test out the hosts that they recommend, I used one of their recommended hosts years ago and still get great service today.

But can't agree with you here.
If you web host is free, you'll not make them help you to run your web site anyhow.
If you pay a couple of bucks for web hosting services, you may demand them to provide you with good support.
Say MarbleHost.com provides their services cheaply but their support is unmatched.
