Perhaps a dedicated server isn't what you need then. Dedicated servers require you to know something about the operating system because not all of what a customer may want to do is done through the control panel. Try a "REAL" reseller account on a linux platform, one that allows you to do what you want to do with clients, and get support.
A Linux reseller account at vianetworks.net gives you shell access, allows you to create a service package which you can reuse over and over, and manage quotas etc. You can even specify whether your clients get shell access or not. Thats my suggestion, if your dead set on a managed dedicated linux server good luck, not sure if that is something I would even want to try to support.
