I see this is a very old thread, but if anyone's still looking...
There are many hosting companies that do provide a system such as Rembrandt or SiteBuilder as part of the hosting package. Those programs help people new to websites build a site for themselves by using an interface to enter their information into a template site. These are an add-on to a hosting product, you will also need to order a domain, which most hosts give you with the hosting.
There are also places where you can buy a complete template site, hosting, and domain all in one. Of these there's a new one,
WebFox, where you do not have to know any HTML or even learn how to use the site building program, as they make the updates for you. If you just need a site, and really don't have the time/desire to learn how to manage and update it yourself, this is a nice solution. The only effort required is to put together what you want the site to say.
