Billable Accounts & Domains

When a hosting service is referencing the number of billable accounts that are included in a particular reseller plan do they mean the number of domains that can be used?

In other words are accounts the same as domain names, if you had a domain for each customer/account?

1 domain name can have 1 hosting accnt only !!

So if a company says that it has 15 accounts then it means there are 15 domains hosted on the server !!
